AIPLA and the University of Illinois College of Law present one-day Symposium on February 28, 2013, at the Illini Center in Chicago, Illinois, on “Patent Small Claims: The Next Big Idea”. The program features a distinguished group of judges, PTO officials, practitioners, industry leaders and academics to discuss issues surrounding the USPTO’s request for comments on small claims proceedings in patent cases (see http://www.gpo.gov/fdsys/pkg/FR-2012-12-18/pdf/2012-30483.pdf). With responses to the request due on March 18, 2013, this symposium will provide an opportunity for a timely discussion small claims proceedings.
The USPTO General Counsel, Bernie Knight, will be participating in the symposium, as will Chief Judge Sue Braden from the US Court of Federal Claims. Judge Braden has been leading an ABA task force relating to a small patent claims proposal, and both Judge Braden and Mr. Knight will help set out the background and issues regarding this proposal. The symposium will cover the background and need for a small patent claims proceeding, and will explore the structure of a small patent claims proceeding and any constitutional or other constraints. We have invited participants from the prospective user community as well as judges who can address issues from a judicial perspective.

Founded in 1897, the American Intellectual Property Law Association (AIPLA) is a national bar association constituted primarily of lawyers in private and corporate practice, in government service, and in the academic community. AIPLA represents a wide and diverse spectrum of individuals, companies and institutions involved directly or indirectly in the practice of patent, trademark, copyright, trade secret, and unfair competition law, as well as other fields of law affecting intellectual property. Our members represent both owners and users of intellectual property.
Also established in 1897, the University of Illinois College of Law is one of the oldest and best-known law schools in the nation. It was one of the small number of charter members and founders of the Association of American Law Schools (AALS) and was on the first national list of law schools approved by the American Bar Association (ABA). Illinois is the home of the founding chapter of the law honor society now known as the Order of the Coif, has been the home to many of the nation's great law textbook and treatise writers, and is the birthplace of the interdisciplinary movements such as law and economics and law and psychology.
